SUBJECT:  Appropriate funds for the special election

EXHIBITS:  Resolution, Estimated Special Election Budget, and Polling Precincts.


EXPENSE REQUIRED: $22,630.00 (estimate)



SUMMARY:  This resolution is to appropriate funds for the special election of a citizen driven petition to repeal in its entirety Ordinance No. M-130, An ordinance establishing an anti-discrimination policy for the City of Texarkana, Arkansas; and for other purposes.

The estimate for the special election is $22,630.00.  The Miller County Election Commission requests advance payment of $20,000.00.  The estimate is based on the cost of the March 22, 2016 Primary Runoff Election.  There were 18 polling locations for the Runoff. The poll workers cost has been pro-rated down to 12 polling locations.

The final bill for this election will be provided along with detailed invoices, no later than July 15, 2016.

The appropriation will come from the City’s Fund Balance.

BOARD ACTION:  The City Manager and staff recommend board approval.

EMERGENCY CLAUSE:  This is a resolution therefore an emergency clause is not needed. 




            WHEREAS, the Miller County Election Commission estimates that the cost of the special election called by referendum petition on Ordinance No. M-130 to be approximately twenty-two thousand six hundred thirty dollars ($22,630.00); and

            WHEREAS, it is necessary to appropriate such amounts and authorize the City Manager to distribute the same in satisfaction of election expenses incurred;

NOW, THEREFORE, BE IT RESOLVED, by the Board of Directors of the City of Texarkana, Arkansas, that twenty-two thousand six hundred thirty dollars ($22,630.00) is hereby appropriated, the FY2016 Budget is likewise amended, and the City Manager is authorized to use such funds for the purposes set forth above.
