SUBJECT: Amend the FY2017 Budget to include Grant Funds Awarded from the State Of Arkansas.

EXHIBITS: Resolution, Notice of Award/Notice to Proceed for recycling funds, letter of award for Outdoor Grant Funds, approved budget, proposed amendment to budget and Resolution No. 2016-74 (Passed and Approved November 21, 2016).

APPROPRIATION REQUIRED: $97,982.40 (42,982.40 Recycling and E-Waste Funds & $55,000.00 Outdoor Grant Funds)

SUMMARY: The planning figures for the FY2017 Public Works budget must be adjusted to include funding from the State of Arkansas in the amount of $97,982.40.

On November 17, 2016 city staff submitted two grant applications in the amount of $64,346.34 to the Arkansas Regional Solid Waste Recycling and Electronic Waste Grant Program.  Grant application one (1) was submitted to purchase a polybin recycling trailer, 16 poly collection bins and a vertical baler in the amount of $32,363.94 and application two (2) was submitted to purchase e-waste education/public awareness materials and salary funds to hire one recycling laborer under independent contract in the amount of $31,982.40. 

On December 9, 2016 the city received notice from South West Arkansas Planning and Development District of grants being awarded in the amount of $42,982.40.  Recycling funds were awarded for the below items:

E-Waste Grant:†† ††$26,982.40 for E-Waste laborer salary

†††††††††††††††††††††††††††††† ††$ 5,000.00 for E-Waste education/public awareness materials.

Recycling Grant:†† $11,000.00 for one polybin recycling trailer.

On August 2, 2016 city staff submitted a grant application in the amount of $55,000.00 to the Arkansas Parks and Tourism Outdoor Grant Program for the construction of a 32 space parking lot at Lakeside Pavilion off of U of A Way.†

On December 12, 2016 the city received a letter from Governor Asa Hutchinson awarding the city $55,000.00 to improve parking and barrier-free access at Bobby Ferguson Park.†

Total cost of construction for the parking lot is $110,000.00.†

The matching funds for this grant will come from the 2016 General Improvement Funds Grant included in the 2017 budget.

The City Manager proposes to amend the budget to accept the grant revenue and expense of $97,982.40. ††

BOARD ACTION: The City Manager and staff recommend board approval.

EMERGENCY CLAUSE: This item will be approved by a resolution; therefore, it will not need an emergency clause.

 

 

RESOLUTION NO. ______

WHEREAS, the City of Texarkana, Arkansas, has been awarded a grant by the South West Arkansas Planning and Development District in the amount of $42,982.40 to be used to fund an E-Waste laborer salary in the amount of $26,982.40, E-Waste education and public awareness materials in the amount of $5,000.00, and the purchase of a polybin recycling trailer in the amount of $11,000.00; and

WHEREAS, the City has been awarded a grant by the Arkansas Parks and Tourism Outdoor Grant Program in the amount of $55,000.00 to improve parking and barrier-free access at Bobby Ferguson Park; and

WHEREAS, it is necessary to amend the FY2017 Budget to accept such grant funds and to provide for the corresponding expense; and

WHEREAS, the City Manager and staff recommend approval of said budget amendment;††

NOW, THEREFORE, BE IT RESOLVED by the Board of Directors of the City of Texarkana, Arkansas, that the FY2017 Budget is amended to accept grant funds and provide for the corresponding expenses all as set forth above.
