Approval of Minutes of the regular rescheduled meeting January 3, 2017. (CCD)

Adopt an Ordinance rezoning W-1 Wholesale and Warehousing and C-3 Open-display Commercial to a Planned Unit Development (PUD) located in the 1600 block of E. 9th Street.  (PWD-Planning)  (SECOND READING)

9.

Adopt an Ordinance approving the rezoning of W-1 Wholesale and Warehousing and C-3 Open-display Commercial to a Planned Unit Development (PUD) located in the 1600 block of E. 9th Street to allow development of an auto parts resale business including sales of recycled metal and wood products operating in conjunction with the adjacent Tri-State Metal recycling business.  (PWD-Planning)  (SECOND READING)

Adopt an Ordinance approving the right-of-way abandonments in HAROLD’s ADDITION.  (PWD-Planning) (SECOND READING)

Adopt a Ordinance to amend Chapter 3 of the City of Texarkana, Arkansas Code of Ordinances to revise fees. (FIN)

12.

Consider the following concerning the Microsoft Enterprise License Agreement:

 

A.

Adopt an Ordinance authorizing the City Manager to purchase a three year Microsoft Enterprise License Agreement for licenses used by all departments of the City of Texarkana, Arkansas in an amount not to exceed the annual fee of $30,808.80. (TWU)

 

B.

This ordinance requires an emergency clause: An emergency clause requires a separate and distinct vote of the board and is valid only if there is a two-thirds vote of approval by the board. (Hdbk. Const. Amend 7)

13.

Citizen Communication [Agenda Item Card and Citizens’ Communication Card]

 

A limit of five (5) minutes per subject is allotted for any person to express a written or oral viewpoint, grievance or other message to the Board of Directors, with a maximum of fifty (50) minutes allotted for citizen communications.  No advance permission is required, but persons wishing to address the Board are requested to fill out a “blue” card listing the subject to be addressed and hand it to the City Clerk upon arrival.  Citizen’s communications will be immediately following the Regular Agenda items on each agenda.
