CONSENT:

 

A.

Approval of Minutes of the rescheduled regular meeting February 21, 2017. (CCD)

 

B.

Adopt a Resolution to set the date for a public hearing in order to adopt an ordinance to abandon an undeveloped alley.  (PWD-Planning)

 

C.

Adopt a Resolution to accept the 2016 Audit Engagement Letter prepared by the accounting firm of BKD, LLP. (FIN)

 

D.

Adopt a Resolution appointing Heather Soyars as Acting City Manager to perform the duties of City Manager during such times when the City Manager is absent or unable to perform his duties. (Admin)

Adopt an Ordinance amending, updating and revising portions of Chapter 5 of The City of Texarkana, Arkansas Code of Ordinances in reference to dogs on chains. (ACAC) (SECOND READING) Animal Care and Adoption Center Director Charles Lokey

10.

Consider the following concerning utility billing computer software:

 

A.

Adopt an Ordinance waiving competitive bidding and authorizing the City Manager and Texarkana Water Utilities to purchase utility billing computer software, installation, conversion and training. (TWU)  Finance Director Jim Cornelius

 

B.

This ordinance requires an emergency clause:  An emergency clause requires a separate and distinct vote of the board and is valid only if there is a two-thirds vote of approval by the board. (Hdbk. Const. Amend 7)

11.

Citizen Communication [Agenda Item Card and Citizens’ Communication Card]

 

A limit of five (5) minutes per subject is allotted for any person to express a written or oral viewpoint, grievance or other message to the Board of Directors, with a maximum of fifty (50) minutes allotted for citizen communications.  No advance permission is required, but persons wishing to address the Board are requested to fill out a “blue” card listing the subject to be addressed and hand it to the City Clerk upon arrival.  Citizen’s communications will be immediately following the Regular Agenda items on each agenda.
