SUMMARY: The City proposes to submit a Non-Motorized Trails reimbursable grant application in the amount of $39,841.95 to the Arkansas Highway Transportation Department (AHTD) Arkansas Recreational Trails Program (RTP) to extend the Nix Creek Walking Trail System to Pinehurst Street.  The City proposes to utilize in-kind labor match in the amount of $9,960.49 for a total project cost of $49,802.44.  The project proposed consists of extending the hiking/biking/walking trail from Seibert Street to Pinehurst Street.  The extension project consists of the construction of approximately 1,030 linear feet of 10-0 wide asphalt walking/biking/hiking trail.  This extension/construction project was chosen due to the extensive land holdings the City has in this area which was a requirement of the grant.  This extension/construction project helps to create a connection of the Earnest Hill Park, George Williams Park, Texarkana Recreation Center, and Hobo Park with the existing Nix Creek Walking Trail System at its current terminus at Nix/Jones Creek crossing, Preston and Jackson Street.

BOARD ACTION: The Board action requested is to adopt a resolution authorizing the City Manager to submit the Non-Motorized Trails reimbursable grant application to the Arkansas Highway Transportation Department (AHTD) Arkansas Recreational Trails Program (RTP) on or about May 1, 2017. The City Manager and staff recommend board approval.

EMERGENCY CLAUSE: This item will be approved by a resolution; therefore, it will not need an emergency clause.

A RESOLUTION EXPRESSING THE WILLINGNESS OF

THE CITY OF TEXARKANA

TO UTILIZE FEDERAL-AID RECREATIONAL TRAILS FUNDS

 

WHEREAS, the Board of Directors of the City of Texarkana, Arkansas understands Federal-aid Recreational Trails Funds are available at 80% federal participation and 20% local match/in kind labor to develop or improve the extension of the Nix Creek Walking Trail System from Seibert Street to Pinehurst Street; and

WHEREAS, the City of Texarkana, Arkansas understands that Federal-aid Funds are available for this project on a reimbursable basis, requiring work to be accomplished and proof of payment prior to actual monetary reimbursement; and

WHEREAS, this project, using federal funding, will be open and available for use by the general public and maintained by the applicant for the life of the project.

NOW, THEREFORE, BE IT RESOLVED by the Board of Directors of the City of Texarkana, Arkansas that:

SECTION I:  the City of Texarkana, Arkansas will participate in accordance with its designated responsibility, including maintenance of this project.

SECTION II:  the City Manager is hereby authorized and directed to execute all appropriate agreements and contracts necessary to expedite the construction of the above stated project.

SECTION III:  the Board of Directors pledges its full support and hereby authorizes the Arkansas State Highway and Transportation Department to initiate action to implement this project.
