SUMMARY: The City proposes to submit a reimbursable grant application in the amount of $191,891.00 to the Arkansas Highway Transportation Department (AHTD) Arkansas Transportation Alternatives Program (TAP) to construct sidewalks as part of the Downtown Sidewalk Enhancement Project surrounding the Federal Courthouse Building and the Stateline Corridor. The project proposed consists of removing 669 LF of concrete curb & gutter, 1,498 SY of asphalt paving, 94 SY of concrete paving and 583 SY of Sidewalks.  The installation of 690 SY of concrete sidewalk, 1,342 LF of concrete curb & gutter, 11 ADA compliant curb ramps, handrails, pavement markings and various other items associated with drainage and safety measures.  This project was chosen due to the extensive land holdings the City has in this area which was a requirement of the grant.

The City proposes to budget for this expense in the Fiscal Year 2019 Public Works Parks Division budget for the required 20% match.  

BOARD ACTION: The Board action requested is to adopt a resolution authorizing the City Manager to submit a reimbursable grant application to the Arkansas Highway Transportation Department (AHTD) Arkansas Transportation Alternatives Program (TAP) on or about May 1, 2018. The City Manager and staff recommend board approval.

EMERGENCY CLAUSE: This item will be approved by a resolution; therefore, it will not need an emergency clause.

 

RESOLUTION NO. ______

A RESOLUTION EXPRESSING THE WILLINGNESS OF THE CITY OF TEXARKANA TO UTILIZE FEDERAL-AID RECREATIONAL TRAILS FUNDS

WHEREAS, the Board of Directors of the City of Texarkana, Arkansas, understands Federal-aid Transportation Alternatives Program Funds are available at 80% federal participation and 20% local match to develop or improve Downtown sidewalks along the Stateline Corridor and Federal Courthouse Building; and

WHEREAS, the City of Texarkana, Arkansas, understands that Federal-aid Funds are available for this project on a reimbursable basis, requiring work to be accomplished and proof of payment prior to actual monetary reimbursement; and

WHEREAS, this project, using federal funding, will open and be available for use by the general public and maintained by the applicant for the life of the project; and

NOW, THEREFORE, BE IT RESOLVED by the Board of Directors of the City of Texarkana, Arkansas, that:

SECTION I:  the City of Texarkana will participate in accordance with its designated responsibility, including maintenance of this project.

SECTION II:  the City Manager is hereby authorized and directed to execute all appropriate agreements and contracts necessary to expedite the construction of the above stated project.

SECTION III:  the Board of Directors pledges its full support and hereby authorizes the City Manager to cooperate with the Arkansas State Highway and Transportation Department to initiate action to implement this project.
